Legislative objective: Establish a mandatory Annual Primary Drainage Audit and Priority Budget Allocation Framework specifically for coastal constituencies across Lagos State. This legislation will enforce strict maintenance standards for primary channels, penalize contractor non-compliance, and legally protect critical wetlands and drainage corridors along the Lekki-Ajah axis from unauthorized encroachment.

Constituency impact: Provides legal backing for the Eti-Osa Flood-Ready Taskforce, guaranteeing that the Ministry of the Environment and the Office of Drainage Services allocate dedicated annual funds to clear, expand, and maintain persistent flood hotspots across coastal and dry-land communities.

The Lagos State Youth Vocational Integration & Starter-Kit Matching Fund Bill

Legislative objective: Create a statutory 1:1 State Matching Grant for accredited constituency-led technical and vocational education programs. Under this framework, for every certified graduate produced by an eligible constituency TVET initiative, the Lagos State Government (via LSETF and LASTVEB) will match the funding required to provide starter toolkits and micro-enterprise capital.

Constituency impact: Ensures that vocational training directly transitions into sustainable self-employment, equipping young constituents with the certified tools, mentorship, and initial capital needed to establish thriving businesses and create more jobs.

The Lagos Smart Community Lighting & Dark-Spot Elimination Bill

Legislative objective: Establish a Public-Private Partnership (PPP) framework that offers targeted infrastructure tax credits to commercial developers and Independent Power Producers (IPPs) who install and maintain high-efficiency solar street lighting, monitoring cameras/trackers and security infrastructure along designated public corridors.

Constituency impact: Drives rapid illumination of dark spots across Sangotedo, Jakande, Lekki, and surrounding communities, significantly curbing nocturnal crime, car-park muggings, and commercial vulnerability.

Eti-Osa Opportunity Scholarship & Learning Access Scheme

Eliminating financial and logistical barriers to basic education for children from low-income households.

Learning Mobility Corridor: Deploy 5 contracted, safety-checked school buses across defined low-income corridors (including Jakande, Ajah and Sangotedo routes). Equip these buses as Mobile Literacy & Digital Resource Vehicles operating in partnership with the Lagos State Library Board.
Opportunity Scholarships: Provide 100 transparent, needs-and-merit-based annual scholarships covering tuition, examination fees (WAEC/NECO/JAMB), books, and uniforms for primary and secondary students.

4-Year Target:400+ student-years funded; 400+ children accessing safe daily school transportation; 10,000+ learning sessions and book loans facilitated annually.

‘Skills Before Streets’ TVET & Youth Integration Pathway

Diverting young people from social vices through market-aligned technical and vocational mastery.

Vocational Tracks: Deliver certified training in high-demand technical sectors: Solar & Electrical Installation, Plumbing, HVAC, Automotive Mechatronics, Fashion & Textile Design, and Consumer Electronics Repair.
Starter-Kit Incentive: Equip top graduates with professional starter toolkits and enterprise starter grants to launch immediate self-employment or apprenticeship placements.

4-Year Target:500 certified trainees (120/year); minimum of 60% job or business placement rate within six months of graduation.

Initiative 3

Eti-Osa ₦200 Million Enterprise Growth Facility

Providing accessible funding and formalization support to micro, small, and medium-scale enterprises (MSMEs).

Blended Financing Architecture: Combine a ₦50 million catalytic grant pool funded through constituency outreach resources with a ₦150 million single-digit credit window operated in partnership with LSETF, microfinance institutions, and corporate sponsors.
Business Support: Assist beneficiaries with business registration (CAC), tax formalization, financial record-keeping, business planning and development and market access.

Public Scorecard & Townhalls: Publish a Quarterly Constituency Scorecard covering bills sponsored, committee oversight work, state budget tracking, and project implementation. Host bi-annual physical/virtual Townhall Meetings and an annual Ward Listening Tour.

4-Year Target:16 published Quarterly Scorecards; 24 ward listening sessions; 100% public tracking of constituency interventions.
